Generally, the PE (protective ground) of the wall outlet should be connected to the ground or at least the N line, but the PE of the power outlet in some buildings is disconnected, and nothing is connected. In this way, the landlord 555 circuit will not work.

Your circuit design is wrong. Not to mention much, the two 4M resistors are not right, too big to power the 555.
Can you tell in detail what the circuit needs to do? A circuit can be redesigned.
